Chris Shrewsbury, Director of Engineering
Chris Shrewsbury is a wireless engineering and project management professional with a career built on designing, deploying, and scaling cellular networks at both the regional and national level.
At AT&T, Chris served as an RF Engineer responsible for cellular site design — balancing signal physics, frequency parameters, coverage requirements, elevation, population density, and cost. He advanced to Senior RF Engineer, where he led a 140+ site build-out across Atlanta for AT&T's 2G and 2.5G networks, adding budget and procurement oversight to his technical responsibilities.
Following AT&T, Chris joined Bechtel Engineering as Lead Project Manager, supporting AT&T/Cingular's national 2.5G and 3G deployment. In this role, he managed the relationship between AT&T and its equipment vendors, oversaw the transition from local contractors to national-scale construction operations, and developed contingency procedures for equipment procurement and supply chain disruptions. He collaborated closely with estimators and risk management teams to improve project margins while maintaining network performance standards.
Chris also brings hands-on expertise from the equipment side of the industry, with specialized knowledge in antenna design, configurations, and cost — a critical competency given the complexity of today's wireless infrastructure. Chris joined CTS in 2016,
He holds a BS in Electrical Engineering (with emphasis in Controls & Feedback and Optical Devices) from UNC Charlotte, an Associate Degree in Applied Engineering Technology from Craven Community College, and served his country as an Avionics Technician in the U.S. Marine Corps.
Walt Woodard, Vice President
Walt is a sales, marketing, and operations professional with a career spanning consumer brands, technical solutions, and international business development.
As Vice President and Managing Partner, Walt leads Sales and Marketing while overseeing process management for the company. He has worked closely alongside Chris Shrewsbury conducting field valuations across numerous client counties, managing each engagement from initial contact through project completion.
Walt brings a broad commercial background, having marketed and sold products and services for globally recognized brands including Adidas, Whirlpool, Wilson, and Hasbro. His experience extends beyond consumer goods into technical solution development for both consumer and industrial applications.
His work has taken him across international markets, with hands-on business experience in China, Honduras, Brazil, and Turkey.

2009 — The Problem We Solved
We started CTS after noticing a persistent mismatch in the wireless industry: the asset values carriers reported on paper rarely matched what was actually installed on site. The reason turned out to be structural — tax departments and engineering teams ran entirely separate databases, each siloed from the other side. We built a process to bring the engineering side in to tax.

This full-circle view gives us a rare ability to reverse-engineer what was built, even when the records say otherwise.
How We See What Others Miss
Like a skilled mechanic who can diagnose an engine by sound, our team can determine what's inside a locked equipment cabinet by understanding the design and the visible assets on top. Roughly 60% of a site's value sits in tower top equipment we can observe directly. Engineering drawings provided during permitting can augment and validate our information to assist in the process

In Fairbanks, Alaska, our initial engagement increased the assessed value of cell tower assets from $25.2 million to $57 million. The Borough retained us for annual updates to ensure new equipment is captured from day one. Our work routinely doubles previously assessed values when both the additional assets and revised depreciation groupings are utilized.
Today, CTS operates across Florida, Georgia, Mississippi, and Alaska with additional states coming onboard in the near future.
